Today, the Navy Cyber Warfare Development Group officially changed its name to the Navy Cryptologic Warfare Development Group (NCWDG), marking the latest evolution in the organization’s storied history of supporting Naval Information Warfare.
Established in 1994 at Fort Meade, the Naval Information Warfare Activity (NIWA) served as the Navy’s principal technical agent for researching, developing, and prototyping Information Warfare (IW) capabilities. NIWA’s mission spanned the full spectrum of IW—attack, defense, and exploitation—with a particular focus on developing the Information Warfare Mission Planning, Analysis, and Command and Control Targeting System (IMPACTS) for tactical commanders.
NIWA aggressively pursued emerging technologies—both software and hardware—evaluating their applicability to the fleet and quickly transitioning them into prototype capabilities. It also served as the Navy’s key liaison with other Service and national-level IW organizations, working closely with the Fleet Information Warfare Center (FIWC) in Norfolk, Virginia, to develop IW capabilities for Navy and Joint operations.
The Navy has long led in the practical application of IW and Information Operations (IO), with significant numbers of personnel engaged in the technical aspects of these missions. Decades before IW became a formal domain, the Navy was already conducting elements of Command and Control Warfare (C2W)—a strategy that applies IW directly on the battlefield.
NIWA, physically co-located with the National Security Agency (NSA) at Fort Meade, and with many of its personnel also working at the National Maritime Intelligence Center (NMIC) in Suitland, Maryland, played a central role in this mission. It operated under the Naval Security Group, acting as the technical agent for the Chief of Naval Operations in areas such as threat analysis, vulnerability assessments, and the evaluation of emerging technologies relevant to defensive IW systems.
NIWA’s authority extended beyond traditional Navy lines, as it was granted the ability to both generate requirements and procure systems—an uncommon responsibility, reflecting the urgency of keeping pace with technological change. This approach streamlined development cycles, especially important given the rapid evolution of computer and information systems.
In 2005, significant restructuring took place:
- On October 1, 2005, NIWA was renamed the Naval Information Operations Command (NIOC) Suitland, officially relocating to the NMIC.
- On September 30, 2005, the Naval Security Group was disestablished, with its missions and functions transferred to the Naval Network Warfare Command (NNWC) at Little Creek Amphibious Base in Norfolk, Virginia.
Subsequent reorganization occurred on February 18, 2011, when NIOC Suitland was renamed the Navy Cyber Warfare Development Group (NCWDG) and designated Commander, Task Force (CTF) 1090 under U.S. Fleet Cyber Command / Tenth Fleet.
Today, now known as the Navy Cryptologic Warfare Development Group, the organization continues its critical mission from Fort Meade, Maryland, still operating under CTF 1090. This name change better reflects the group’s enduring role in developing advanced cryptologic and information warfare capabilities for the Navy.

I wonder if the folks in these organizations that go through repetitive name changes get a stipend for new business cards? Not to mention new letterhead for the Admin department.

How about just bringing back…Naval Security Group, and let us (or rather, not we old useless retired guys), the new guys get the job done?

If DoD was serious about going after fraud, waste, and abuse, this would be the place to start. Cronyism at its finest, with past COs on the payroll as “Commander’s Action Group” members (seriously — name another O-6 command that has a CAG) to sit there and nod. What a joke.
