JOB TITLE/DESCRIPTION: Training Department Head, Mr. Murphy serves as the Training Department Head and designated as the Training and Readiness Officer managing overall training and readiness programs, requirements, metrics and courses for Navy Information Operations Command Pensacola.

SUMMARY OF ACTION: Mr. Murphy stands as a preeminent Cyber Mission Force (CMF) training expert and an influential leader within the command, driving exceptional performance across multiple domains. Mr. Murphy’s leadership made significant and material contributions to the successful CMF execution of three high priority Offensive Cyber Operations (OCO) mission sets and the excellence of three Navy Cyber Protection Teams (CPT). He efficiently leveraged limited resources to achieve record-setting CMF readiness, including the first Navy CMF team to present a 100 percent fully mission qualified (FMQ) battle roster. His engaging leadership and training prowess also resulted in NIOC Pensacola’s Target Digital Network Analysts attaining 100 percent FMQ status and 100 percent completion of the Senior CMF Pipeline, the first time an entire work role at any U.S. Fleet Cyber Command (FCC) subordinate command reached these marks. This achievement is even more impressive when considering TDNAs achieved this before the fourth quarter of the fiscal year after starting the year at only 42 percent FMQ and 21 percent Senior trained. Mr. Murphy’s proactive approach significantly elevated CMF readiness across the board, including the remarkable transformation of two Defensive Cyber Operations (DCO) teams. He elevated these teams from the lowest measured readiness levels to the highest through targeted improvements within the Training Pillar, while simultaneously maintaining the third DCO team’s performance within established standards.

To achieve record-setting readiness, Mr. Murphy implemented an aggressive training plan to maximize available resources. During Fiscal Year (FY)25, OCO personnel completed 300 individual courses with a 97 percent success rate resulting in 48 personnel completing the Basic CMF Pipeline, while 58 analysts – nearly two-thirds of the total compliment – completed the CMF Senior pipeline. These achievements resulted in a 20 percent increase in the number of FMQ personnel across the command's five OCO teams. Furthermore, six Target Analyst Reporters, one-third of those onboard, completed the Master Pipeline. These Senior and Master completions doubled his record-setting achievements from FY24.

Recognizing the constraints of limited and often restrictive training schedules, Mr. Murphy strategically cultivated the largest cadre of National Cryptologic University Adjunct Faculty within the FCC and Naval Information Forces domains. He expertly managed the continuous replacement of departing active duty instructors while expanding command capabilities through the introduction of two new courses. In FY25, seven Sailors earned certification in a diverse range of courses, including the adjunct qualification course, which ensures the program’s long-term sustainability and future expansion. By the end of FY25, 12 instructors were actively delivering five mandatory CMF courses, two recommended courses, the instructor qualification course, a Chinese language course, and a Critical Thinking for Language Testing course. These instructors delivered over 3,000 hours of invaluable training to 120 Joint service personnel in FY25, both in-person and virtually, resulting in an estimated cost savings of $97,000.

Mr. Murphy’s management was also key to the successful execution of six Command Readiness Training Team internal assessments and six external assessment which led to the teams; operational recertification. Furthermore, he expertly guided the integration of the new Cyber Qualification Training Team (CQTT) and facilitated its realignment to higher headquarters, ensuring that the Florida CQTT established the gold standard for a novel cyber training model.
