CAPT Damsky is from Queens, New York. He joined the Navy in October 1992 as a Cryptologic Technician (Collection). After completing Boot Camp in Great Lakes, Illinois, he attended CTR “A” school in Ft. Devens, Massachusetts, followed by additional training in Pensacola, Florida. He served as a Direct Support Operator with Naval Security Group Activity, Rota, Spain, and Naval Security Group, Bahrain, deploying on various surface and subsurface platforms, and with Special Warfare teams in the Mediterranean, Adriatic, and Persian Gulf. He became a Cryptologic Officer via Officer Candidate School in Pensacola, Florida, in March 1997.

His shore duties include assignments at the National Security Agency, Ft. Meade, Maryland, from 1997 to 2000, where he deployed to Bosnia with the 1st Armored Division and to Kosovo with the 1st Infantry Division. From 2005 to 2008, he served at the Naval Network Warfare Command, Ft. Meade, Maryland, as the SIGINT Requirements Department Head and deployed to Ramadi, Iraq, as a Battalion Electronic Warfare Officer assigned to Joint Crew Composite Squadron One, conducting Counter IED operations in support of Operation Iraqi Freedom. From 2008 to 2011, CAPT Damsky worked at the Pentagon in the Tactical Exploitation of National Capabilities shop under OPNAV N6 and served as the Executive Assistant to OPNAV N2/N6F. He was the Joint Intelligence Collection section head for the Supreme Allied Commander, Europe (SACEUR) in Mons, Belgium, from 2017 to 2020. In 2022, he was selected to be the first Senior Military Assistant to the Assistant Secretary of Defense for Space Policy. His afloat assignments include serving as Electronic Warfare Officer/Information Warfare Officer aboard USS Howard (DDG 83) from 2001 to 2003, and as the Deputy Information Warfare Commander (N39) for Carrier Strike Group Five/CTF 70 homeported in Yokosuka, Japan, from 2012 to 2014 embarked aboard USS George Washington (CVN 73), where he deployed throughout the Western Pacific.

He was honored to lead Sailors by serving in several leadership positions, including Executive Officer at Navy Information Operations Command in Hawaii from 2014 to 2015, Commanding Officer of NIOC Yokosuka in Japan from 2015 to 2017, and Commanding Officer of the Farragut Technical Analysis Center at the Office of Naval Intelligence from 2020 to 2022. He retired from the Navy on October 1, 2024.

CAPT Damsky earned a Bachelor of Science in Organizational Management from Embry-Riddle Aeronautical University, Daytona Beach, Florida, in 1992, and a Master of Science in Systems Engineering with a minor in Computer Science from the Naval Postgraduate School, Monterey, California, in 2005.

He is qualified as an Information Warfare Officer, Surface Warfare Officer, and Fleet Marine Force Officer, and a fully Joint Qualified Officer. His personal awards include the Defense Superior Service Medal (2), the Legion of Merit, the Bronze Star, the Meritorious Service Medal (4), the Joint Service Commendation Medal, the Navy Commendation Medal (2), the Joint Service Achievement Medal, the Navy Achievement Medal (2), the Combat Action Ribbon, the Navy Good Conduct Medal, and various unit and campaign medals.
