Secretary of Defense Lloyd J. Austin III announced today that the president has made the following nominations:
Navy Vice Adm. Craig A. Clapperton for reappointment to the grade of vice admiral, with assignment as commander, Fleet Cyber Command; commander, Tenth Fleet; and commander, Navy Space Command, Fort George Meade, Maryland. Clapperton is currently serving as commander, Fleet Cyber Command; and commander, Tenth Fleet, Fort George G. Meade, Maryland.

From all the criticism I’ve read about the Navy having four directors of the Office of Naval Intelligence in 1941, I suspect there is good reason to keep a seasoned flag officer in the same assignment.
As far as 1941 is concerned, however: Rear Admiral Walter S. Anderson’s tour had ended. He was sent to Pearl as Commander Battleships, Battle Force. (Undoubtedly he brought full knowledge of Japanese intentions and U.S. intelligence and war plans with him when he relieved VADM William S. Pye of that position on 31 January 1941. Anderson’s relief as DNI was Jules James (USNA 1908). He had been deputy DNI under Anderson. James was an interim DNI, as was his relief, Captain Alan G. Kirk. (Kirk was just back from Britain; James was soon to leave for Bermuda and the new Naval Operating Base there.) Captain Theodore S. Wilkinson relieved Kirk on 15 October 1941. There was nothing unusual about this.
The Navy’s system has a long history of getting things right!
