Captain Julia L. Slattery, a native of Los Altos, California, graduated from the United States Naval Academy in 1993 with a Bachelor of Science degree in Aerospace Engineering.

Upon commissioning, she entered the Surface Warfare community and served onboard: USS WILLAMETTE (AO 180) as 1st LT/Replenishment Officer, Main Propulsion Assistant and deployed in support of Operation Southern Watch; USS BATAAN (LHD 5) as a Plankowner, serving as Fire Control Officer and deployed in support of Operation Full Provider in the Dominican Republic and Puerto Rico; and USS O’KANE (DDG 77) as the Weapons/Combat Systems Officer, deploying in support of Operation Enduring Freedom.

As a Cryptologic Warfare Officer she served at Kunia Regional Security Operations Center (KRSOC) Hawaii as Department Head of the Analysis and Reporting directorate; on the staff of the Commander, US Fleet Forces Command, as lead IO Planner; on the staff of Commander, 2nd Fleet as the Fleet Cryptologic Resource Coordinator, Special Security Officer and JTF Assessment Cell lead; at Navy Cyber Warfare Development Group (NCWDG) Suitland as Acquisitions Department Head and lead of the Commander’s Action Group; and on the Joint Staff as Division Chief, Cyber Policy Division in the J5 Global Policy and Partnerships Directorate. Her tour included assignment to the Office of the Chairman as Chief of Staff for the Chairman’s New Administration Transition Team. Captain Slattery’s final tour in uniform was in service as the Assistant Chief of Staff for Fleet Readiness on the Staff of the Naval Information Forces (NAVIFOR).

Captain Slattery commanded Navy Information Operations Command Bahrain providing Information Warfare direct support to CENTCOM combat operations and to Commander 5th Fleet in support of Operation Enduring Freedom, and Maritime Security Operations in the NAVCENT area of responsibility. Captain Slattery is also honored to have served as Commanding Officer, Navy Cyber Defense Operations Command (NCDOC) where she led the team responsible for defense of the US Navy’s Networks.

She is a 2000 Distinguished Graduate with a Master of Science degree in Operations Research from the Naval Postgraduate School and was awarded the Military Operations Research Society award for Outstanding Thesis for 2000. She is a 2015 graduate of the National Defense University Eisenhower School for National Security and Resource Strategy, with a Master of Science degree in National Resource Strategy, an Information Communications Technology focus, and a Cyber Concentration. She is qualified as a Level II Acquisition Professional. 

In February of 2022, Julia joined Deloitte & Touche LLP Risk & Financial Advisory as a Specialist Leader aligned to Cyber & Strategic Risk serving clients within the Government & Public Services (GPS) Industry focused on State, Local, and Higher Education (SLHE).

She is a Board Member, Suffolk Foundation – Women’s Impact Fund, a Member of the Board of Trustees for Nansemond-Suffolk Academy, and a Volunteer Partner supporting Leadership of the Service to the Armed Forces (SAF) department of the American Red Cross.
