Something about a “seat at the table” for IWC officers?

We’ve had many more URLs than RLs as N2/N6 since its establishment. The OPNAV part of the job (requirements and resourcing), probably doesn’t require much special expertise. However, the Director of Naval Intelligence piece always perplexes me. URLs are, by and large, consumers and end-users of intelligence. The Navy component to the IC needs to be an expert in collecting and producing intelligence, for both National and Navy consumption.
