CAPT Madelene Means graduated from University of Michigan with a Bachelors in Political Science and received her commission through the University of Michigan Naval Reserve Officers Training Corps in 1993 as a General Unrestricted Line officer. CAPT Means became an Intelligence Officer in 1998.
CAPT Means’ afloat tours include Intelligence Systems Officer USS John C. Stennis (CVN 74) 1999-2000, Ship’s Intelligence Officer USS Kearsarge (LHD 3) 2005-2008, Staff Intelligence Officer Carrier Strike Group EIGHT (CSG 8) embarked aboard USS Dwight D. Eisenhower (CVN 69) 2011-2013, Assistant Chief of Staff for Intelligence (N2) Commander SEVENTH Fleet 2016-2018. CAPT Means deployed to Kabul, Afghanistan in 2011 as part of the Defense Intelligence Agency (DIA) Systems Office, serving as Executive Officer and a Systems Program Manager of the DIA Systems Afghanistan Detachment.
Ashore, she has served at Naval Ocean Processing Facility (NOPF), Whidbey Island as an Integrated Undersea Surveillance (IUSS) Officer 1993-1996; Acoustic Data Analysis Center, Pacific (ADAC (P)) as part of the Personnel Exchange Program (PEP) in Canada as Special Programs and Training Officer 1996-1998; Commander in Chief Pacific Fleet (CINCPACFLT) 2000-2003 as the Fleet Intelligence Support Officer; Joint Intelligence Center Pacific (JICPAC) 2003-2005 as the chief of the Submarine Analysis Group and PACOM Senior Watch Officer; Office of the Director of National Intelligence (ODNI) 2009-2011 as an Intelligence Program and Budget Analyst; and Commander Pacific Fleet (COMPACFLT) 2014-2016 where she served in the CPF N2N39 directorate in several positions including the lead for the Maritime Intelligence Operations Center (MIOC), Collections, and Fleet IW Requirements.
CAPT Means was Commander Task Force 1070 and commanded Navy Information Operations Command, Hawaii 2018-2020. She recently served as Information Warfare Commander, Carrier Strike Group NINE embarked aboard USS Theodore Roosevelt (CVN 71) 2020-2021.
CAPT Means is currently serving as Chief of Staff, Naval Information Warfighting Development Center, Norfolk, VA.
CAPT Means’ awards include various personal and unit awards. She holds master’s degrees from University of San Diego and the Air War College.
