CHIEF WARRANT OFFICER IN-SERVICE PROCUREMENT BOARD.
REF B IS NAVADMIN 014/18, UPDATED OFF-RAMP GUIDANCE FOR ACTIVE AND RESERVE
COMPONENT INFORMATION WARFARE AND SUPPLY CORPS LIMITED DUTY OFFICERS.
REF C IS OPNAVINST 1210.5A, LATERAL TRANSFER AND REDESIGNATION OF OFFICERS IN
THE NAVY.
RMKS/1. This NAVADMIN announces suspension of Active Component
Cryptologic Warfare (CW) Limited Duty Officer (LDO) designator 681X
accessions due to the overlap in CW LDO and Chief Warrant Officer
(CWO) (781X) skill sets. Formal disestablishment of the 681X
designator will take place after natural attrition of current
inventory.
2. The Navy suspended CW LDO 681X accessions beginning with the
Fiscal Year (FY) 2023 In-Service Procurement Board, announced in
reference (a). The FY-22 (cycle year 2021) In-Service Procurement
Board was the last board that selected CW LDO 681X officers. Active
component CW LDOs 681X are highly encouraged to complete CW officer
(1810) requirements and submit redesignation without board action
requests to 1810, consistent with references (b) and (c). All 681X
billets will be converted to either 781X or 181X in coordination
with billet stakeholders.

Very sad indeed. Good cryptographers are a rare breed and hard to find. LDO’s can make slightly higher pay and get a few more privilege’s than CWO’s. Reminds me of the late 1920’s when the State Department disbanded Cryptographer Herbert Yardley and his staff because Gentlemen don’t read other gentlemen’s mail. Read the book the American Black Chamber for details (if you can find it). Today portions of that book would be labeled Top Secret SI.

Not too many years ago, the United States Naval Institute reprinted Yardley’s THE AMERICAN BLACK CHAMBER. The USNI’s version is, however, a paperback. All of us can also turn to ABE.com to purchased used copies of THE AMERICAN BLACK CHAMBER. These used copies can be ordered in either hardcover or softcover editions. ABE.com in its essence is a marketing channel that bookstores, large and small alike, affiliate themselves with. I strongly advise those wishing to purchase a copy of THE AMERICAN BLACK CHAMBER to either order it through the U.S. Naval Institute (for a new softcover book IF still available from the USNI), or from ABE.com.

“Overlap in CWO and LDO skill sets” … this shows that in this we rarely use our amazing Warrants the way Warrant Officers are supposed to be used.
