Today, Commander Josie Moore was relieved by Commander Matthew Dalton as Commanding Officer, Information Warfare Training Command, Monterey. Commander Dalton’s biography follows:

Commander Matthew Gregory Dalton, born and raised in Phoenix, Arizona, received his commission from the United States Naval Academy in 2005 and earned a Bachelor of Science in History. He also holds a Master of Arts in Strategic Intelligence from American Military University, and completed Joint Professional Military Education, Phase I and Phase II. He was the Navy’s Federal Executive Fellow at the Chicago Council on Global Affairs think tank from 2019 to 2020.
His operational tours include Direct Support Officer onboard USS KEARSARGE and USS NIMITZ; Destroyer Squadron FOUR ZERO’s Information Warfare Officer and the Task Force Deputy Information Warfare Commander for Partnership of the Americas 2007 embarked on USS PEARL HARBOR; Officer in Charge of Cryptologic Support Team Two at Combined Joint Special Operations Task Force-Arabian Peninsula (CJSOTF-AP) headquartered in Balad, Iraq; Multinational Resource Management Team Lead at the Aerospace Data Facility-Colorado where he led a joint military and civilian team directing real-time implementation and resource allocation of National assets; Lead Information Operations Planner and Focal Point Control Officer at Commander, U.S. SEVENTH Fleet onboard the USS BLUE RIDGE; Special Reconnaissance Team Two, Special Collections Troop Commander in charge of the Tactical Information Operations (TIO) program’s support to Naval Special Warfare operations in AFRICOM, EUCOM, and SOUTHCOM; and Navy Information Operations Command (NIOC) Yokosuka Executive Officer/Deputy Commander, Task Group 1070.2 conducting high priority Fleet operations throughout INDOPACOM.
Ashore, his assignments include serving at NIOC Texas as the Fleet Information Operations Center Analysis and Production Department Head; NIOC Colorado’s National Security Agency/Central Security Service Department Head; Flag Aide to the Director of the National Maritime Intelligence-Integration Office; and Executive Assistant to the Director of Intelligence (J2), U.S. Cyber Command.
He is currently serving as Naval Special Warfare Command’s (NSWC) Force Cryptologist, N39, and Tactical Information Operations (TIO) Director leading NSW’s cryptologic workforce conducting special operations globally.
Commander Dalton’s decorations include the Defense Meritorious Service Medal, Meritorious Service Medal (two awards), Joint Service Commendation Medal (two awards), Navy Commendation Medal, Navy Achievement Medal (two awards), and various unit and service awards. He is married to Elizabeth Dalton and they have three children.
