Daniel,
The U.S. Naval Cryptologic Veterans Association (NCVA) announced the winners in their quarterly magazine called the CRYPOLOG. The NCVA normally present the awards during their annual reunion, which is scheduled in the summers. However, with the late announcement of the winners and COVED restrictions, I doubt the winners actually were presented with their awards. The message is normally released in July prior to the reunion by FCC, but I have not seen it.
Sincerely,
Mario
