Friday, Captain Madelene E. Means was relieved by Captain Kevin McHale as Commanding Officer Navy Information Operations Command Hawaii.

CAPT Madelene Means graduated from university of Michigan with a Bachelors in Political Science and received her commission through the University of Michigan Naval Reserve Officers Training Corps program in 1993 as a General Unrestricted Line officer. CAPT Means lateral transferred and became an Intelligence Officer in 1998.

Means’ afloat tours include Intelligence Systems Officer aboard USS John C. Stennis (CVN 74) 1999-2000. She served as the Ship’s Intelligence Officer onboard USS Kearsarge (LHD 3) 2005-2008. She served as Carrier Strike Group EIGHT (CSG 8) Staff Intelligence Officer embarked aboard USS Dwight D. Eisenhower (CVN 69) 2011-2013. CAPT Means deployed to Kabul, Afghanistan in 2011 as part of the Defense Intelligence Agency (DIA) Systems Office, serving as Executive Officer and a Systems Program Manager in the DIA Systems Afghanistan Detachment.

Ashore, she has served as Naval Ocean Processing Facility (NOPF), Whidbey Island as an Integrated Undersea Surveillance (IUSS) Officer 1993-1996; Acoustic Data Analysis Center, Pacific (ADAC (P)) as part of the Personnel Exchange Program (PEP) in Canada as the Training and Special Projects Officer 1996-1998; Commander in Chief Pacific Fleet (CINCPACFLT) 2000-2003 as the Fleet Intelligence Support Officer; Joint Intelligence Center Pacific (JICPAC) 2003-2005 as the chief of the Submarine Analysis Group and Senior Watch Officer; Officer of the Director of National Intelligence (ODNI) 2009-2011 as an Intelligence Program and Budget Analyst; and Commander Pacific Fleet (COMPACFLT) 2014-2016 where she served in the CPF N2N39 directorate in several positions including the lead for Collections, Maritime Intelligence Operations Center (MIOC) Watch, and Fleet Intelligence Requirements.

CAPT Means’ last assignment was Assistant Chief of Staff for Intelligence at Commander SEVENTH Fleet from August 2016 to May 2018.


Her personal awards include the Joint Meritorious Service Medal (3 awards), Meritorious Service Medal, Navy Commendation Medal (4 awards), Joint Service Achievement Medal, and Navy Achievement Medal. She holds a master’s degree in Global Leadership from University of San Diego and a master’s degree in Strategic Studies from the Air War College.
