The following are the conclusions of Captain W. J. Holmes, USN, Deputy Officer in Charge of the Joint Intelligence Center-Pacific Ocean Area (JICPOA).

“Captain had an unequalled opportunity to observe and take part in the development throughout the war of Intelligence for high command.  He played an able part in this development and his recorded observations and opinions are therefore of unusual value.” The date of this report is November, 1945 and forwarded to CNO via the Commander in Chief, U.S. Pacific Fleet on December 8, 1945.  The report was 19 pages long.
