Tomorrow Captain Gagnon will be relieved by Captain Madelene Means as the Commanding Officer, Navy Information Operations Command.  Captain Gagnon’s next assignment will be Commander, Carrier Strike Group TWO staff to serve as the Information Warfare Commander.  Congratulations on a successful command tour!

Captain Gagnon, a native of Presque Isle, Maine, enlisted in the Navy in 1986 as a Russian linguist. Upon graduation from the crypto-linguistic training pipeline, he was selected to attend the U.S. Naval Academy Preparatory School with follow on appointment to the U.S. Naval Academy.

Since his commissioning in 1993, he has served as: Operations Watch Officer; Signals Search and Development Officer; and High Frequency Direction Finding Division Officer at Naval Security Group Activity, Edzell, Scotland; Signals Warfare Officer aboard the USS ELLIOT (DD 967); Assessments Department Head at Naval Security Group Headquarters; Computer Network Operations developer at Navy Information Operations Command Suitland; Deputy Information Operations and Computer Network Operations Officer for Commander, Seventh Fleet, USS BLUE RIDGE (LCC 19), Yokosuka, Japan; Cyber Warfare Operations lead for Commander, U.S. Special Operations Command, MacDill AFB, FL; Executive Officer of Navy Information Operations Command Georgia / Deputy Commander Task Force 1050; and Chief, Sensors and Integration for Battlespace Awareness for the Deputy Chief of Naval Operations for Information Warfare. He specializes in Cyberspace Operations, Signals Intelligence and Electronic Warfare.

Captain Gagnon holds Master of Science degrees in Computer Science and Modeling, Virtual Environments and Simulation from the Naval Postgraduate School and a Bachelor of Science in Computer Science from the U.S. Naval Academy. His decorations include the Defense Meritorious Service Medal, Meritorious Service Medal, Navy and Marine Corps Commendation Medal and various unit and campaign awards.
