Today, (August 31 Yokosuka time), Commander Robert Damsky will be relieved by Commander Joel Yates as Commanding Officer Navy Information Operations Command Yokosuka, Japan. Commander Yates’ biography follows:

CDR Yates is a native of Beaverton, MI.  He enlisted in the U.S. Navy in January 1988 as a Cryptologic Technician (Collection) CTR.

CDR Yates began his career as a CTR at the NAVAL SECURITY GROUP DETACHMENT ROTA, Spain where he served as a Direct Support Operator aboard ships conducting operations within the Mediterranean Sea and Red Sea.  His next tour of duty took him across the world to NAVAL SECURITY GROUP ACTIVITY MISAWA, Japan where he did analysis and reporting.  From there, he reported to NAVAL SECURITY GROUP ACTIVITY KUNIA, HI to deploy as a Direct Support Supervisor in a variety of ships operating in the Western Pacific Ocean, Indian Ocean, Arabian Sea, and Arabian Gulf.  In 1998 he was initiated and promoted to Chief Petty Officer.

In August 2000, CDR Yates was commissioned under the Limited Duty Officer program and assigned to NAVAL SECURITY GROUP ACTIVITY ROTA, Spain to fly as a Special Evaluator aboard EP-3E aircraft.   While there, he flew more than 1300 hours over the former states of Yugoslavia, the Mediterranean and Caribbean Sea.  From there, he was assigned to NAVAL AVIATION SYSTEMS COMMAND PATUXENT RIVER, MD as the Staff Cryptologist where he led a DCNO-tasked team to investigate Navy-wide Information Operations capabilities.  In May 2005, he took command of NAVAL SECURITY GROUP DETACHMENT KANEOHE BAY, HI as the Officer in Charge.  While there, he deployed flight crews who flew over the skies of Iraq, Afghanistan, the Horn of Africa, the Philippines, and the Caribbean Sea in direct support to the fight against terrorism.  After a rewarding tour in Hawaii, he was assigned to NAVY INFORMATION OPERATIONS COMMAND GEORGIA, where he served as the Fleet Information Operations Center Deputy Department Head and the Joint Operations Department Head.  He led a 330-Sailor Department providing manpower to the NATIONAL SECURITY AGENCY/CENTRAL SECURITY SERVICE FORT GORDON, Georgia missions.  While in Georgia, he graduated magna cum laude from Chaminade University of Honolulu with a Bachelor’s Degree in English.  From Georgia, CDR Yates reported as the Executive Officer for NAVY INFORMATION OPERATIONS COMMAND SAN DIEGO.  After his successful XO tour, he attended the Marine Corps University Command and Staff College where he earned his Master’s degree in Military Studies and completed his phase I Joint Professional Military Education.  From his Master’s program, CDR Yates reported as the Cryptologic Warfare Officer Community Manager at THE BUREAU OF NAVAL PERSONNEL COMMAND IN MILLINGTON, TN.  From Millington, he reported to NAVY INFORMATION OPERATIONS COMMAND GEORGIA in September 2015 where he was promoted to Commander and served as the Team Leader for Combat Mission Team 107.  Commander Yates reported to NAVY INFORMATION OPERATIONS COMMAND YOKOSUKA, Japan in August 2017 as the relief for the Commanding Officer.

CDR Yates’ personal awards include the Meritorious Service Medal with a gold star, Navy and Marine Corps Commendation Medal with a silver star, and the Navy and Marine Corps Achievement Medal with four gold stars.
