The National Defense University offers a program for Cyber Leaders.
From the NDU website:
“The NDU iCollege Cyber Leadership (Cyber-L) program focuses on developing the skills and desired leadership attributes necessary to be an effective strategic leader in the cyberspace domain. The program achieves this through a rigorous curriculum that enhances the understanding of all aspects of cyberspace and how to best integrate cyberspace with the other elements of national power to achieve the nation’s strategic objective.”
There are no fees for DOD students and distance learning opportunities are available.

Re: Rule number 1 – Defense has customers for what it produces, and there is a direct parallel to commercial business. However, the American People are not Defense customers, they are Defense stakeholders. They expect Defense to provide value to them as investors. The customers are those potential and actual adversaries that receive “Defense services.” For Humanitarian Assistance, Disaster Relief, that is materiel and non-materiel aid. For a conflict, that is the effective delivery of combat effects (ie bombs)on target. If we do not deliver the right effect to the right customer at the right time (miss the market), we don't deliver a return on investment to our stakeholders.
The primary deliverable for Defense customers is deterrence.

I took a couple of their courses. My assessment of their courses is like most things labeled “cyber.” NDU is trying to learn about the topic as they teach it. If you have some experience in “cyber” then you may feel underwhelmed too. If you have no cyber experience this may be a viable option for you. I would never intenationally talk someone out of expanding their understanding on a subject though, so enjoy and provide course feedback in order to help those who come behind you.
